The main purpose of ReachLink is to provide a robust IT platform for SIEF management and collaboration for industry until the first deadline (November 2010).
REACH - Data sharing obligation
REACH Regulation requires companies which produce or import substances in the EU to register these chemicals at the European Chemicals Agency (ECHA).
The overall registration process includes 3 steps, i.e. Pre-registration, Data Sharing (e.g. decide on Substance sameness, Classification & Labelling) and the Joint Submission of the Registration Dossier.
For Data Sharing, the REACH Regulation requires the formation of Substance Information Exchange Fora (SIEFs) to fulfill these obligations: Pre-registration data, submitted to the ECHA REACH-IT system, is the basis for companies to start the process of identifying and agreeing on the sameness of the substances and to form SIEFs, with the ultimate target to create a Joint Registration dossier to be submitted to ECHA, in line with REACH legal requirement. (One substance – One Registration concept)
Need for a common platform:
The process to organise these SIEFs is Industry’s responsibility. With more than 145,000 substances pre-registered, the need for a common IT platform is obvious, in order to avoid working with different systems for the same purpose and as result to avoid time consuming and chaotic processes. An industry wide IT system that facilitates communication between companies and provides a structured framework for working in the SIEFs is an absolute need in order to manage REACH requirements.‘SIEFreach®’ for SIEF formation and collaboration
