The main purpose of ReachLink is to provide a robust IT platform for SIEF management and collaboration for industry until the first deadline (November 2010).
REACH - Data sharing obligation
REACH Regulation requires companies which produce or import substances in the EU to register these chemicals at the European Chemicals Agency (ECHA).
The overall registration process includes 3 steps, i.e. Pre-registration, Data Sharing (e.g. decide on Substance sameness, Classification & Labelling) and the Joint Submission of the Registration Dossier.
For Data Sharing, the REACH Regulation requires the formation of Substance Information Exchange Fora (SIEFs) to fulfill these obligations: Pre-registration data, submitted to the ECHA REACH-IT system, is the basis for companies to start the process of identifying and agreeing on the sameness of the substances and to form SIEFs, with the ultimate target to create a Joint Registration dossier to be submitted to ECHA, in line with REACH legal requirement. (One substance – One Registration concept)
Need for a common platform:
The process to organise these SIEFs is Industry’s responsibility. With more than 145,000 substances pre-registered, the need for a common IT platform is obvious, in order to avoid working with different systems for the same purpose and as result to avoid time consuming and chaotic processes.
